Abstrak:
Mantan Ketua APJII mengungkapkan bahwa pengguna internet di Indonesia mencapai kurang lebih 77% sehingga sebagian besar penduduk menggunakan internet sebagai media komunikasi untuk melakukan pertukaran data dan atau informasi. Merujuk pada Peraturan Presiden Nomor 82 Tahun 2022 tentang Perlindungan Infrastruktur Informasi Vital (IIV) yaitu gangguan terhadap IIV dapat menimbulkan kerugian dan dampak yang serius sehingga perlu dilakukan perlindungan IIV dari segala kondisi. Radio dapat menjadi salah satu solusi untuk media komunikasi darurat yang efektif. Penggabungan implementasi HTTPS server menggunakan Nginx dan Self-Signed SSL dengan algoritma RSA yang dikirim melalui UHF radio dapat digunakan untuk saling bertukar informasi sensitif pada kondisi darurat saat jaringan internet tidak tersedia. Hasil penelitian menunjukkan bahwa sistem yang dibangun dapat bertukar data secara aman sebagai alternatif apabila jaringan internet tidak tersedia. Namun, sistem belum sesuai dengan kriteria komunikasi darurat emergency communication network for disaster response (ECN-DR) sehingga belum dapat menjadi upaya perlindungan terhadap IIV pada aspek availability.
Abstract:
The former Chairman of APJII revealed that internet users in Indonesia have reached approximately 77%, indicating that a significant portion of the population employs the internet as a communication medium for data and information exchange. Referring to Presidential Regulation Number 82 of 2022 concerning the Protection of Vital Information Infrastructure (IIV), disruptions to IIV can lead to substantial losses and serious impacts, thus necessitating comprehensive IIV protection measures. Radio stands as a potential solution for an effective emergency communication medium. The integration of HTTPS server implementation using Nginx and Self-Signed SSL with RSA algorithm, transmitted through UHF radio, can serve as a means to exchange sensitive information during emergency conditions when internet connectivity is absent. The research results indicate that the developed system can securely exchange data as an alternative when the internet network is unavailable. However, the system is not yet aligned with the criteria of emergency communication network for disaster response (ECN-DR), thus it has not yet become an effective measure for protecting Information Infrastructure Vulnerability (IIV) in terms of availability aspect.
