Rancang bangun aplikasi pengelolaan naskah dinas elektronik Poltek SSN berbasis web menggunakan metode WDLC

Pada era perkembangan teknologi saat ini, penerapan pengelolaan naskah dinas secara elektronik menjadi solusi menghadapi tantangan administrasi dan komunikasi instansi dimasa pandemi seperti saat ini. Karena, hal ini mengatasi permasalahan terbatasnya akses untuk melakukan kegiatan diluar rumah dan memastikan administrasi pada organisasi berlanjut. Dengan kondisi tingkat kebutuhan yang tinggi, pengelolaan naskah dinas pada Politeknik Siber dan Sandi Negara (Poltek SSN) masih menggunakan metode konvensional. Sehingga hal ini menimbulkan masalah yakni distribusi surat yang terhambat dan hilangnya dokumen kontrol disposisi, dan pemborosan penggunaan kertas.

Menindaklanjuti permasalahan pada pengelolaan naskah dinas kovensional Poltek SSN, pada penelitian ini akan dibangun Aplikasi Pengelolaan Naskah Dinas Elektronik untuk mengganti proses pengelolaan naskah dinas yang sebelumnya menerapkan metode konvensional menjadi menggunakan metode elektronik. Hal ini diwujudkan dengan menerapkan aspek keamanan berupa algoritme SHA-512 untuk memenuhi autentikasi, AES-128 untuk memenuhi kerahasiaan, dan RSA-2048 untuk memenuhi integrity dan non-repudiation. Selain aspek keamanan, secara fungsional sistem dibangun berdasarkan Pedoman Tata Naskah Dinas Elektronik (TNDE) yang disesuaikan dengan kebutuhan Poltek SSN. Yang mana, dalam pembangunan sistem digunakan metodologi Web Development Life Cycle (WDLC) dengan menggunakan framework Yii2. Dari hasil penelitian disimpulkan bahwa Aplikasi Pengelolaan Naskah Dinas Elektronik sudah dibangun sesuai kebutuhan pada Poltek SSN dan dapat menjadi alternatif keamanan pada proses pengelolaan naskah dinas.

DESGIN AND DEVELOPMENT OF WEB-BASED ELECTRONIC OFFICE MANUSCRIPT MANAGEMENT APPLICATION USING THE WDLC
In the current era of technological development, the application of electronic manuscript management is a solution to face the administrative and communication challenges of agencies in the pandemic era as it is today. Because, this overcomes the problem of limited access to activities outside the home and ensures administration in the organization continues. With conditions of high level of need, the management of official manuscripts in the Politeknik Siber dan Sandi Negara (Poltek SSN) still uses conventional methods. So this creates a problem that is the obstruction of letter distribution, loss of disposition control documents, and waste of paper usage.

Following up on problems in the management of Poltek SSN conventional manuscripts management, in this study an Electronic Official Manuscript Management Application will be built to replace the process of managing official scripts that previously applied conventional methods to use electronic methods. The application is built by applying security aspects such as SHA-512 algorithm to fulfill authentication, AES-128 to fulfill confidentiality, and RSA-2048 to fulfill integrity and non-repudiation. In addition to the security aspect, the application is functionally built based on the Electronic Office Manuscript Guidelines (TNDE) which are aligned with the needs of the Poltek SSN. Which is, in application development, Web Development Life Cycle (WDLC) methodology is used using the Yii2 framework. From the results of the study concluded that the Electronic Office Manuscript Management Application was built according to the needs of the Poltek SSN and could be an alternative security in the process of managing official scripts.
